Abu Dhabi Contractor and Consultant Classification System

Classification is a system set by the Abu Dhabi Municipality that requires engineering and construction companies in Abu Dhabi to register their businesses and show that they have the experience and resources their work requires.

Construction and engineering consulting companies must be classified to bid for government and semi-government projects. There are two forms of classification, one for contractors and one for engineering consulting companies, each with several categories. Using the requirements below, contracting and consulting companies can decide which category suits each of their licensed activities.

Classification for Contractors

1a. Special Category

  • This is the highest level of Category for Contracting Companies and has the highest number of requirements to be met.
  • Note: While local companies can choose among the Categories for classification, all Foreign Branch companies in Abu Dhabi are required to be classified in Special Category only.
  • Requirements:
    • Minimum AED 20 million equity for the last fiscal year
    • 3 Company Engineers, each with 10 years’ overall experience, required per Classifying Activity
    • Executed projects from the Company worth AED 240 million in the last 10 years per Classifying Activity
    • ISO 9001 & 14001 certifications

1b. First Category

  • Requirements:
    • Minimum AED 10 million equity for the last fiscal year
    • 2 Company Engineers, each with 10 years’ overall experience, required per Classifying Activity
    • Executed projects from the Company worth AED 120 million in the last 10 years per Classifying Activity
    • ISO 9001 & 14001 certifications

1c. Second Category

  • Requirements:
    • Minimum AED 5 million equity for the last fiscal year
    • 2 Company Engineers, each with 7 years’ overall experience, required per Classifying Activity
    • Executed projects from the Company worth AED 60 million in the last 10 years per Classifying Activity
    • ISO 9001 & 14001 certifications

1d. Third Category

  • Requirements:
    • 2 Company Engineers, each with 5 years’ overall experience, required per Classifying Activity
    • Executed projects from the Company worth AED 30 million in the last 10 years per Classifying Activity

1e. Fourth Category

  • Requirements:
    • 1 Company Engineer with 5 years’ overall experience, required per Classifying Activity
    • Executed projects from the Company worth AED 15 million in the last 10 years per Classifying Activity

1f. Fifth Category

  • Suitable for new contracting companies without previous project experience.
  • Requirements:
    • 1 Company Engineer with 4 years’ overall experience, required per Classifying Activity

1g. Sixth Category

  • Suitable for new contracting companies without previous project experience.
  • Requirements:
    • 1 Company Engineer with 3 years’ overall experience, required per Classifying Activity
